I remember hearing about the "Rave Act". I don't remember what exactly it said, but I'm pretty sure its because of the stereoypes people have on our culture. Why not just make a "hippie Act" for pot then?

Separate raves from the "drug scene." There's no such thing as an 'anti-rave act' just anti-drug acts and stereotypes drugs have brought to the rave scene.

The RAVE Act (Reducing Americans' Vulnerability to Ecstasy) was introduced in the Senate on June 18th, 2002 and passed the Senate Judiciary Committee a week later, without a public hearing or recorded vote. A number of organizations including civil liberties groups, business associations, and groups associated with the rave community, worked to defeat the RAVE Act. Tens of thousands of voters faxed or called their Senators and protests in opposition to the RAVE Act were held in cities around the country, including a rave and protest on the lawn of the U.S. Capitol on September 6th. The RAVE Act was not passed before the 107th Congress adjourned at the end of 2002 therefore did not become law in 2002.

I found some more information on the RAVE act here:
http://en.wikipedia.org/wiki/RAVE_Act

"The bill was sponsored by Senator Joseph Biden, along with cosponsors Chuck Grassley, Orrin Hatch, Joseph Lieberman, Strom Thurmond, Patrick Leahy and Richard Durbin.[1] The bill was referred to the Senate Committee on the Judiciary on June 18, 2002. June 27, 2002 it was reported out of the committee without written comment or amendment and placed on the Senate Legislative Calendar. On October 10, 2002, Senator Biden provided introductory remarks on the bill before the Senate. On Thursday (April 10, 2003) the Senate and House passed [1] the Illicit Drug Anti-Proliferation Act (formerly known as the RAVE Act) as an attachment to the child abduction-related Amber Alert Bill. The language of the original act was changed slightly before the bill was passed without public hearing, debate or a vote."

"A bill to prohibit an individual from knowingly opening, maintaining, managing, controlling, renting, leasing, making available for use, or profiting from any place for the purpose of manufacturing, distributing, or using any controlled substance, and for other purpose."
