Assistance needed with a song

I need some assistance in identifying the name and artist of a trance song. I posted in the music forum already, but this forum gets more traffic. I have had it for a while, but it has no name and it is kind of bugging me. There are no lyrics so I don't know any other way then to let people listen to it. I made a quick video with the song. If you know the name and/or artist of this song then please tell me. Thanks everyone.

its not any major dj as far as i can tell. and it does sound late 90's more so to me. personally i heard so lyrics at like 4:10 or so. not sure other than that.

I wish I an help, but I think this song is actually older than I am, seriously. I wish I could atleast tell you what part of the world its from, but I dont know.
