Yeah the first one wouldn't even work for a DJ and I wouldn't touch that 2nd mixer. Ideally you want a mixer with 2-4 channels and EQ
knobs for Hi, Mid, and Low. That 7band EQ seems good on paper, but is
not practical in the field.

Now keep in mind, these are not the best quality mixers, but they are cheap, and they work great for a beginner setup! They have what you need and a couple have extra features.

See how each channel has its own EQ knobs... that is what you are looking for. You might not need all the effects and MIDI capabilities, but those cheap ones I lised have everything you need until you master basic mixing and can later move on to adding extra things like effects and even add on hardware.
Also, you should be able to get some used turntables online or locally for rather cheap. (Used Technics usually run around $300 each). If you're working with a smaller budget, then I would recommend Numark tables. Just make sure you are getting Direct Drive and not belt drive.
