that is a little too ghetto. here is what i was going to say.
1. get a decent size keyring
2. get a fairly thick gauge wire, some forms of electrical wire might work since it has the plastic/rubber isolation to keep you a little safer then just getting hit with solid wire. of course the wire would have to be fairly stiff, but still somewhat "bouncy" at least to achieve the effect. if you have ever seen those head scratcher things, that would be about the right thickness.
3. attach the wire to key ring.
4. attach the lights to the wires.
5. attach a leash or string or whatever you prefer to the key ring.
head scratcher... this is essential what you would be spinning, except there are lights at the end of the arms, and its connect to a string for string/poi play.
but then again its hard to tell exactly what she is doing. it might just be a form of el wire.
